The Internet Society of New Zealand Proposes Code of Spam Conduct for ISPs
The Internet Society of New Zealand has proposed a code of conduct for ISPs to help them deal with issues related to spam. The code of conduct is intended to be released in parallel with new anti-spam legislation that is soon to become law in the country.
Highlights of the draft proposal include the following guidelines:
Network owners should move quickly to secure open relays and proxies. Both unsecured SMTP relays and proxies are major spam sources.
Service providers should co-operate with government agencies to help enforce anti-spam law.
Internet services are to provide spam filtering tools for their customers. It's not clear if these anti-spam filters are to be in the form of server-side services, or actual installable software applications. The article doesn't specify if the tools are to be free of cost.
Service providers should let their users know what methods they can use to report spammers.
ISPs are to maintain logs of in-use IP addresses for 28 days or longer. These logs may be used to help determine which customer was the source of spam or other illegal activities.
When a spam complaint is filed, part of the resolution process should involve making contact with the accused spammer.
