Should we spam proxy servers to China?

When I read about the story, I though the author was suggesting that we overload Chinese proxy servers with spam to keep them from spamming us. This turns out not to be the case.

Instead of punishment for sending spam, his idea would potentially be doing them a favor. What's being suggested is that we send bulk email containing the addresses of proxy server's that would allow Chinese users to surf the internet without censorship.

New proxy's are regularly setup, but are then shutdown or blocked. If fresh proxy servers were continually delivered via email, it would be more problematic for the government to keep up. Also, since the email would be delivered to a huge number of addresses, it would be difficult for the government to single out anyone as violating the law.

Obviously the Communist party could setup spam busters to block the email itself. However, email senders could attempt to adapt to the filters just the way spammers do.

What about Chinese citizens who have no interest in circumventing their government's censorship? They could just unsubscribe.
