Suit Filed Against Spammers for Spamming Missouri Schools

According to this article, the Missouri Attorney General has filed a lawsuit against spammers who sent spam to Missouri school's superintendents.

Apparently the "spam" in question threatened to "list" the superintendent as being gay if they didn't provide certain personal information about themselves. The article doesn't elaborate on exactly which "list" this would be.

This is the first I've heard of a scam like this. I'm wondering if it better falls under the category of "phishing". One way or another - anyone who tries to pull this kind of extortion is clearly scum.
