International Council on Internet Communications

A new international anti spam e-mail organization has formed under the name of the International Council on Internet Communications. It would appear to be a "non-governmental organization" or NGO. The WTO would be another example of an NGO.

NGO's by definition don't have the power of law behind them. The group would presumably attempt to stop spam by organizing agreement between different ISP's on an international level or attempt to promote the passage of laws on a national basis.

So far the only effective recourse individuals have against spam is to make sure it doesn't end up in their own inbox. SpamButcher can be used as a powerful Outlook Express anti spam solution. It can also be used as an Outlook junk email filter or with most any other email program.

While I wish them the best of luck, I'm going to make a wild guess they will fail to be successful. In the United States, the CAN-SPAM act makes certain kinds of spam punishable by law. It however has failed to make any measurable impact on the amount of spam sent or received by end-users.

There are also countless other anti spam email software packages available to end-users at reasonable cost. When selecting a product users should pay attention to not only the initial cost, but also the price of maintaining the product.
