Is CAN-SPAM Working? - Inconclusive After an initial drop in spam levels, it appears the amount of spam sent is again on the rise. It would appear that the CAN-SPAM act has failed. How effective the CAN-SPAM Act is can be determined by watching the Spam Index throughout the month of January. The Spam Index is updated frequently - Data was collected for December, 2003. The average spam level for the entire month was assigned a value of 10,000 points. An index level of 5,000 would indicate roughly half as much spam is being sent, while a level of 20,000 would suggest twice as much junk e-mail. The SpamButcher Spam Index is generated with data from a public source, in no way related to the operation of the SpamButcher anti-spam software.
